Dr. Muhammad Masum served as the second Executive Director of UCEP Bangladesh from December 1, 1998, to July 17, 1999, succeeding Dr. Ahmadullah Mia.

Before joining UCEP Bangladesh, Dr. Masum was a Professor in the Department of Economics at Jahangirnagar University. He had an outstanding academic record, consistently securing top positions in merit lists throughout his student life.

Dr. Masum earned his PhD from the Delhi School of Economics and later pursued post-doctoral research at Oxford University. He was a renowned researcher, having worked as a specialist at the International Labour Organization (ILO) and as a consultant for the Planning Commission.

He has authored several publications in national and international journals, contributing significantly to the field of economics.
