Dr. Ubaidur Rob, a distinguished expert in population planning and development, is a seasoned
professional with a wealth of experience spanning over 40 years. Holding a Ph.D. in Population Planning
from the University of Michigan, USA, he also earned an MS degree in Applied Statistics from the
University of London and an MSc from Chittagong University in Bangladesh.
Dr. Rob's career trajectory has been marked by a commitment to excellence and a tireless dedication to
advancing the field of population studies. He began his journey as a Demographer at ICDDR,B and later
severed as resident advisor with the Population Council, USA implementing research and evaluation
activities in Pakistan. Over the years, he has ascended the ranks, becoming a highly sought-after figure
for both the Government of Bangladesh and non-governmental organizations.
His multifaceted roles include serving as the former Country Director of the Population Council
Bangladesh Office in Dhaka. Beyond his contributions to the Population Council, Dr. Rob has held various
significant positions, including being a visiting professor at Jahangirnagar University and a research and
evaluation advisor with AVSC (now Engender Health). He has actively engaged with academic
institutions, teaching postgraduate courses at the University of Dhaka and supervising students pursuing
Master's and Ph.D. degrees.
Dr. Rob's is an active member of prestigious associations such as the American Public Health
Association, Bangladesh Population Association, Public Health Association, Statistical Association,
Global Health Association, Population Association of America, and the International Union for Scientific
Study of Population.

Ms. Uzma Chowdhury, CPA is a distinguished finance professional. She currently serves as the Vice-Chairperson of the UCEP Board of Governors for the 2025–2026 term. With over seven years of accounting experience in the United States, she joined PRAN-RFL in 2008, significantly contributing to the organization's growth and success. Ms. Chowdhury also holds esteemed positions on the boards of Meghna Bank Ltd. and the Metropolitan Chamber of Commerce & Industry (MCCI), and she serves as Vice-President of the National Dairy Development Forum. A Certified Public Accountant (CPA) from Texas, USA, she earned a B.Sc. in Accounting from the University of Texas at Dallas and a B.Com. from Dhaka University. Her professional journey is marked by numerous national and international accolades, reflecting her exceptional contributions to the finance sector.

Dr. Mohammad Alauddin is the current Chairperson of the Board of Governors of UCEP Bangladesh. He has been associated with UCEP since its beginning at the Institute of Social Welfare and Research.
Dr. Alauddin holds a Master’s degree in Social Welfare from the Dhaka University Institute of Social Welfare and Research, as well as a Master’s of Social Work (MSW) and PhD from the University of Michigan, Ann Arbor, USA. He has served as a faculty member of the Dhaka University Institute of Social Welfare and Research from 1966 to 1984.
While at the Dhaka University, he provided consultancy services to the esteemed organizations, such as, the World Bank, the Population Council, USAID, and IUCW.
Taking early retirement from the university, Dr. Alauddin joined a Boston-based NGO, Pathfinder International, as its Bangladesh Country Representative and committedly served Bangladesh through NGO engagement in transforming its social values of large family to small family.
As a distinguished NGO representative in the field of family planning, he represented Bangladesh Family Planning NGOs at the international conferences held in Mexico, Egypt, and Indonesia. His expertise in developing and managing community-based maternal, child health and the family planning services has extended beyond borders, Dr. Alauddin has provided training consultancy to countries, such as Egypt, Tanzania, Pakistan, India, and Tibet.
As a devout promoter of education, he is the co-founder-Trustees of University of Asia Pacific located at Green Road in Dhaka. He was the unanimously selected Chairman of Board of Trustees of the University of Asia Pacific for the 2022-23 period.
At his own local area, his family established SN Academy at Jhawail in Gopulpur Upazila under Tangail district to provide well-grounded elementary education to the children of his own rural area so that they can move forward to higher education with their own strength of well-grounded elementary education.
Dr. Alauddin has a significant number of local and international publications in the field of population and family planning to his credit. His book, “Samajik Gabaysana: Baigyanik Gyan Onneswan Paddhati,” published by the Textbook Division of Bangla Academy (Social Research: Methods of Seeking Scientific Knowledge) -- a recommended textbook at the university level is now found in second edition.

Ms. Farah Kabir is a justice advocate, a feminist and human rights activist. She has been working as a development practitioner for over 30 years. She is engaged with many national and international professional societies. She is a member of Advisory committee of Bangladesh’s NDA to the Green Climate Fund (GCF), a member of such Child Rights Committee National Human Rights Commission, Board member of UCEP. She was the Chair of Global Board of the Global Network of Disaster Risk Reduction (GNDR) for two terms in 2015 and 2021, Board Member of Climate Action Network South Asia (CANSA) since 2019. steering committee member of ACIAR-Rupantar program of Australian Government, advisory committee member of Women’s Economic Empowerment (WEE).
Ms. Kabir worked with British Council for nearly ten years both in Bangladesh and United Kingdom. She is the co-editor of two publications namely ‘Discourse Analysis as a Tool for Understanding Gender Identity, Representation and Equality’ and ‘Revealing Gender Inequalities and Perceptions in South Asian Countries through Discourse Analysis’. Farah has contributed to women in politics through her writings and policy advocacy nationally as well as internationally.
She is fond of reading, listening to music and indoor gardening. She is constantly learning from her two sons who are her best friends ever.

Mr. Md. Habibur Rahman is a Managing Director of Citadel Developers Ltd. He is a distinguished leader and dedicated community member, known for his extensive contributions in various professional and social roles. He has held significant leadership positions, including President of Tumchar Primary School and Tumchar Jame Mosque & Madrasha, Vice President of Gulshan South Park Limited, and Former Vice President of Niketan Welfare Society in Gulshan, Dhaka. Professionally, Mr. Rahman has been an Associate of Quantum Foundation since 2012, serving as a Pro-Master, and has collaborated with Shimizu Corporation, Japan, for 15 years as a Construction Associate and Sub-Contractor. His commitment to community welfare is evident through his active social engagement and recognition as a Senior Model Citizen, dedicated to serving his country and society. Additionally, he is a member of the Army Golf Club in Dhaka. Dr. Muhammad Abdul Mazid is a distinguished member of the UCEP Association and currently serves as a Member of the Board of Governors for the term 2025-26. Commencing his career with Bangladesh Bank, he subsequently joined the Bangladesh Civil Service as a member of the BCS Audit and Accounts cadre in 1981. Dr. Mazid has held several significant positions, including serving as the former Secretary to the Government of Bangladesh; Chairman of the National Board of Revenue (NBR); Member, Planning Commission; Chairman, Chittagong Stock Exchange; Chairman, South Asian Federation of Exchanges (SAFE), and Chief Coordinator of the Diabetic Association of Bangladesh.
Dr. Mazid's international experience includes a notable tenure as a trade diplomat (Commercial Counsellor) for six years (1994-2000) at the Bangladesh Embassy in Tokyo, Japan. He holds a postgraduate degree in English Literature from the University of Dhaka and pursued further studies in Oxford, UK. He also earned his PhD in Social Science from Victoria University, USA.
With an extensive body of work, Dr. Mazid is the author of 45 books covering a wide range of subjects encompassing socio-economic, cultural, and diplomatic topics.

Mr. Salahuddin Kasem Khan is a pioneer industrialist and development thinker in Bangladesh. He is currently the Chairman, E.C. of Board of A.K.Khan & Company Ltd., Chairman of Coats (Bangladesh) Ltd. a joint venture with Coats U.K, Chairman of A.K.Khan Jute Mills and Director of Bengal Fisheries Ltd. He is also the Vice Chairman of A.K.Khan Penfabric Company Ltd. joint ventures with Penfabric Malaysia of Malaysia and subsidiary of Toray, Japan. He is the Former Chairman of AKTEL, Bangladesh.
Mr. Khan was appointed as Honorary Consul General of the Republic of Turkey, Chittagong by the President of Turkey in 1984. Mr. Salahuddin Kasem Khan has completed his graduated from the University of Punjab. Later on, he did his post-graduation in Legal Studies in London.
Mr. Khan served as the Chairperson of UCEP Bangladesh for two successive periods - from 1994 to 1995 and from 1996 to 1997.

Ms. Parveen Mahmud, FCA, has made significant contributions to the fields of social innovation, sustainable development, and professional accounting. Since 2004, she has been closely associated with UCEP Bangladesh, where she held the role of the fifteenth Chairperson from 2019-2022 and currently serves as a senior member of its association. Earlier in her tenure, Ms. Mahmud also served as the Vice-Chairperson of UCEP Bangladesh’s Board of Governors from January 2009 to December 2010.
In her varied professional career, Ms. Mahmud has worked on social innovation, entrepreneurship, and sustainable development. She is a fellow member of the Institute of Chartered Accountants of Bangladesh (ICAB).
She was the first woman President of the ICAB in 2011 and is now serving her third term in the Council. She was also the first female board member of the South Asian Federation of Accountants (SAFA), the apex accounting professional body of the SAARC. She is the Chairperson of the CA Female Forum—Women in Leadership Committee, ICAB, and the Vice Chairperson of the Women in Leadership Committee of SAFA.
She started her career with BRAC. In her varied professional career, she worked substantial time with national and international development agencies and was a practicing chartered accountant. She was the Deputy Managing Director of Palli Karma-Sahayak Foundation (PKSF) and the Founding Managing Director (MD) of the Grameen Telecom Trust.
She sits in numerous Boards including Transparency International Bangladesh (TIB), Centre for Policy Dialogue (CPD), BRAC International, PKSF, RDRS, DAM Foundation for Economic Development (Dhaka Ahsania Mission), Manusher Jonnyo Foundation (MJF), Grameenphone Ltd. Ms Mahmud is the independent director of the Linde Bangladesh Ltd., Apex Footwear Ltd. and Chairperson of Shasha Denims Ltd. and Micro Industries Development and Assistance Services (MIDAS). She was the Chairperson, Acid Survivor’s Foundation and Vice Chairperson of Underprivileged Children Education Program (UCEP) - Bangladesh and is the member of the International Chamber of Commerce (ICC), Bangladesh.
Ms. Mahmud was a member of National Advisory Panel for SME Development of Bangladesh and a founding board member of SME Foundation and Convenor, SME Women’s Forum. Ms. Mahmud was a Working Group Member, the Consultative Group on Social Indicators, UNCTAD/ISAR.
She is the recipient of Joya Alokito Nari- 2018 Award from RTV, “Women at Work -2017” Award from Association of Software and Information Services (BASIS) and “Women of Inspiration Awards”-2017 from the Bangladesh Organization for Learning & Development (BOLD). Ms. Mahmud received Begum Rokeya Shining Personality Award 2006 for women’s empowerment from Narikantha Foundation.

Ms. Farah Kabir is a Member of Napier University, Edinburgh Scotland; Board of Trustees for Zero Tolerance, Scotland; Climate Action Network, South Asia; Campaign for Popular Education (CAMPE), Education Watch and Funding Committee of Civil Society Education Fund (CSEF). Ms. Uzma Chowdhury has been associated with UCEP Bangladesh since 2015. She is a registered CPA from the State of Texas, USA. After Completing Bachelor of Science in Accounting from University of Texas at Dallas, she had worked in the accounting profession for over than 7 years in Petroleum Industry.
She served American Women’s Society for CPAs for 4 years as Secretary, at Houston Chapter. Since October 2008 she has been working as Director Finance in PRAN-RFL Group, the largest & most diversified conglomerate of the nation.
Ms. Chowdhury is currently a member of Finance & Audit Committee of the Meghna Bank Ltd. and a Committee member of Metropolitan Chamber of Commerce & Industries (MCCI). Ms. Chowdhury is also the Vice-Chairperson of the Finance and Audit Committee (FAC) of UCEP Bangladesh.
She has received several international and national awards.

Dr. Mohammad Kaykobad is a prominent computer scientist, educator, author, and columnist of Bangladesh. He is an Expert Member of the Selection Boards of Jahangirnagar, Shahjalal, Khulna, North-South, and other Universities. He also serves as an adviser to different computerization projects of national interest. He was a professor of Computer Science and Engineering at Bangladesh University of Engineering and Technology (BUET). Currently, he is a faculty member of computer science and engineering at Brac University. Dr. Kaykobad did his MS in Engineering at the Institute of Marine Engineers, Odessa, Ukraine, 1979. He did his M.Eng in Computer Applications Technology at the Asian Institute of Technology, Thailand, in 1982. He did his Ph.D. at the Flinders University of South Australia in 1986.

Mr. Md. Rafiquzzaman is a Member of UCEP Association. He has served in the government sector for at least 36 years. He joined in Bangladesh Civil Service (Administration) cadre as an Assistant Commissioner in 1983. He worked as the Director General at the National Institute of Mass Communication (NIMC) and the Chief Executive of BCTI under the Ministry of Information. He was also the Secretary of Information Commission of Bangladesh. Mr. Rafiquzzaman was Additional Secretary in the Ministry of Civil Aviation and Tourism, Joint Secretary in Education Ministry, Director General in the Bureau of Non-Formal Education (BNFE) under the ministry Primary of Mass Education, Deputy Secretary in Finance Division, etc.

Ms. Tahmina Akhtar is a professor of the Institute of Social Welfare and Research (ISWR), University of Dhaka and is now serving as the Director of this Institute. She attained her BSS & MSS degrees in Social Welfare from the University of Dhaka in 1986 and 1987 respectively. She completed her post graduate degree on Counselling and Psychotherapy from Bangabandhu Sheikh Mujib Medical University (BSMMU). She received fellowship training on research methodology and was also a visiting professor at the Birmingham University in 2001. She has published more than 40 research articles about different social and development issues in national and international journals. She is the Secretary General of the Bangladesh Council for Social Work Education (BCSWE) & the President of the Bangladesh Clinical Social Workers Association (BCSWA); the founder of the Specialized Master of Social Sciences in Clinical Social Work (CSW); and the Executive Director in Mandi Dental College, as an Advisory Member of the Bangladesh Shishu Adhicar Forum.

He was the former Secretary to the Government of Bangladesh, Chairman of Chittagong Stock Exchanges Limited, Chairman of National Board of Revenue(NBR), Director of Policy and Planning & Foreign Investment, Director of Foreign Aid Budget and Accounts Economic Relations Division (ERD). Dr. Abdul Mazid completed Ph.D. in Social Science from the University of Dhaka.

Ms. Zahida Ispahani is the Director of M. M. Ispahani Limited and Ispahani Tea Limited. She is an Honorary Adviser of the Ispahani Islamia Eye Institute & Hospital since 2001. She started her career as an educationalist. She served as a Secretary for six years at the United Nations Women’s Association in Bangladesh. She was the Founder Secretary and President for two terms at the SAARC Women Association in Bangladesh. She is the spouse of Late Mr. Mirza Ali Behrouze Ispahani the Chairperson of M M Ispahani group. She is a philanthropist, serving several orphanages, social and community trusts and organizations. Ms. Zahida Ispahani is a graduate in Economics from the University of Punjab, Pakistan.

Mr. Shib Narayan Kairy has joined UCEP Bangladesh in the year 2020. He is currently the Senior Advisor of Finance in Sajida Foundation and the Treasurer of BRAC University. Mr. Kairy served BRAC for 35 years and upon reaching 60 years of age he retired as the Chief Financial Officer of BRAC and BRAC International. Following the completion of his M. Com in Accounting from the University of Dhaka, he joined the Accounts Section of BRAC in April 1982. Throughout his outstanding career with BRAC, Mr. Kairy rose from the position of Accounts Assistant to become the Chief Financial Officer, a role he has carried out with distinction for close to a decade. Mr. Kairy has been an essential and integral part of BRAC, contributing directly to many of the organization’s successes over the last three and a half decades. Under his leadership, BRAC has also been repeatedly recognized for the transparency of its financial reporting. Mr. M. R. Siddiqi was elected as the first Chairperson of UCEP Bangladesh after the sudden demise of its founder Mr. Lindsay Allan Cheyne. He delivered his responsibilities as UCEP Bangladesh Chairperson for a little more than 2 years from May, 1988 to October 1990. It should be noted that he himself paid for the expenses of UCEP Bangladesh for the first two months.
Mr. Siddiqi was widely renowned as a politician, Member of Parliament, reputed industrialist and former ambassador and chartered accountant. In 1972, he was appointed the Minister of Commerce and Foreign Trade in the Cabinet of the Government of the People’s Republic of Bangladesh.

Major Genral Amjad Khan Chowdhury was one of the founding members of the UCEP Association and served as the Chairperson of the Board of Governors and UCEP Association.
Mr. Chowdhury was a retired Bangladeshi Army Officer and founder of Bangladesh conglomerate PRAN-RFL Group. Mr. Chowdhury was born in Natore, East Bengal, British India on 10 November 1937. He studied in Nabakumar Institution.
Mr. Chowdhury joined Pakistan Army in 1956. He was posted in 29 Cavalry as a Major during March 1971 and was sent to West Pakistan after the start of the Bangladesh Liberation War. He joined Bangladesh Army in 1973 after being repatriated from Pakistan, after the Independence of Bangladesh. He served as the GOC of Comilla Cantonment and Bogra Cantonment. He graduated from Pakistan Military Academy and Australian Staff College. He was also the Quarter Master General of Bangladesh Army. He retired from Bangladesh Army in 1981 with the rank of Major General. After retiring from the Army, he founded PRAN-RFL Group. In 1981, he founded RFL (Rangpur Foundry Ltd) to make irrigation pump. In 1985 he founded PRAN to produce agro products. By 2016, PRAN products were exported to 130 countries. He was the founder president of Real Estate and Housing Association of Bangladesh (REHAB) and Bangladesh Agro-Processors' Association.

Mr. Salahuddin Kasem Khan is a pioneer industrialist and development thinker in Bangladesh. He is currently the Chairman, E.C. of Board of A.K.Khan & Company Ltd., Chairman of Coats (Bangladesh) Ltd. a joint venture with Coats U.K, Chairman of A.K.Khan Jute Mills and Director of Bengal Fisheries Ltd. He is also the Vice Chairman of A.K.Khan Penfabric Company Ltd. joint ventures with Penfabric Malaysia of Malaysia and subsidiary of Toray, Japan. He is the Former Chairman of AKTEL, Bangladesh.
Mr. Khan was appointed as Honorary Consul General of the Republic of Turkey, Chittagong by the President of Turkey in 1984. Mr. Salahuddin Kasem Khan has completed his graduated from the University of Punjab. Later on, he did his post-graduation in Legal Studies in London.
Mr. Khan served as the Chairperson of UCEP Bangladesh for two successive periods - from 1994 to 1995 and from 1996 to 1997.

Mr. Matin Chowdhury is the former Chairperson of UCEP Bangladesh and he has been associated with UCEP since 1997. Ms Parveen Mahmud, FCA has been associated with UCEP Bangladesh since 2004. Ms Parveen Mahmud FCA is the fifteenth Chairperson of UCEP Bangladesh. She is one of the senior members of the UCEP Bangladesh Association. Earlier, Ms Parveen Mahmud FCA served as the Vice-Chairperson of the UCEP Bangladesh Board of Governors (January 2009 to December 2010).
Ms Mahmud, in her varied professional career has worked on social innovation, entrepreneurship, and sustainable development. Ms Mahmud is a fellow member of the Institute of Chartered Accountants of Bangladesh (ICAB).
She was the first woman President of the ICAB in 2011 and now serving third term in the Council, ICAB. She was also, the first female board member of the South Asian Federation of Accountants (SAFA), the apex accounting professional body of the SAARC. She is the Chairperson of CA Female Forum- Women in Leadership Committee, ICAB and is the Vice Chairperson of the Women in Leadership Committee of SAFA.
She started her career with BRAC. In her varied professional career worked substantial time with national and international development agencies and was a practicing chartered accountant. She was Deputy Managing Director in Palli Karma-Sahayak Foundation (PKSF). She is the Founding Managing Director (MD) of the Grameen Telecom Trust.
She sits in numerous Boards including Transparency International Bangladesh (TIB), Centre for Policy Dialogue (CPD), BRAC International, PKSF, RDRS, DAM Foundation for Economic Development (Dhaka Ahsania Mission), Manusher Jonnyo Foundation (MJF), Grameenphone Ltd. Ms Mahmud is the independent director of the Linde Bangladesh Ltd., Apex Footwear Ltd. and Chairperson of Shasha Denims Ltd. and Micro Industries Development and Assistance Services (MIDAS). She was the Chairperson, Acid Survivor’s Foundation and Vice Chairperson of Underprivileged Children Education Program (UCEP) - Bangladesh and is the member of International Chamber of Commerce (ICC), Bangladesh.
Ms Mahmud was the member of National Advisory Panel for SME Development of Bangladesh and a founding board member of SME Foundation and Convenor, SME Women’s Forum. Ms Mahmud was Working Group Member, Consultative Group on Social Indicators, UNCTAD/ISAR.
She is the recipient of Joya Alokito Nari- 2018 Award from RTV, “Women at Work -2017” Award from Association of Software and Information Services (BASIS) and “Women of Inspiration Awards”-2017 from the Bangladesh Organization for Learning & Development (BOLD). Ms Mahmud received Begum Rokeya Shining Personality Award 2006 for women’s empowerment from Narikantha Foundation.
